Can the G.E.C.K. be used to mod the Oblivion.esm?

No, but theres a program called the TES Construction Set which is pretty much the yet older GECK. It can be downloaded http://cs.elderscrolls.com/constwiki/index.php/The_Elder_Scrolls_Construction_Set. Its older and has some differences and lacks some of the capabilities of the GECK, but its ideally the same program.
