What do you mean by standalone? Other than requiring Fallout.esm, all mods would be considered standalone. Do you mean a total conversion?

standalone, a mod that have no needs of the instalation of the first version. like i make all the map, all the quests, all things... ex: fallout new vegas, is a standalone mod of fallout 3. stays with same grafics same enguine, but have a diferent map, some new wapons and other things.

tkx for atention

Ok first... NV is NOT a standalone mod of Fo3. It has an updated game engine, and alot of other new stuff.

Yes you could make an entirely independant mod, with a whole new story and everything (Look up Nehrim for Oblivion, they did that) but people would still need to buy and install Fo3. The game engine and all that is copyrighted, so you couldnt make a mod for people who dont even own the game. You could however make a mod for people to play that has nothing to do with the Fo3 story whatsoever. But the person still needs Fo3 installed.

Well, what you are asking is a pretty huge question. If you don't have any knowledge of the editor, your best bet is to start here:

http://geck.gamesas.com/index.php/Main_Page

From there, you can look through information, and go through tutorials to learn how to make areas correctly, link them together, start a quest, etc. As for how to go about making your own world/story, you basically have to make all the areas you want, then have the character start there instead of the main game. Then it is a big process about creating all the areas, making quests for them, creating npcs, possibly items, perks, etc, etc.

I don't think that could easily be answered in a simple post. =) It will require some editing of quests and/or scripts just to get the start location different, assuming you don't want any of the intro to play. You will also have to setup the ability for the player to set up their stats/face/etc. All I can suggest is to start learning what you can, then if you have specific questions you can ask them. Otherwise, I'm afraid it may be difficult to answer you, though perhaps someone else could do better than me.

It's not the same, it's something completely different. Yes it uses many of the same resources as Fallout 3, and is based on the same game world, but it's something completely separate from it. Even the engine isn't quite the same, it's been updated since Fallout 3. By your reasoning, Fallout 3 is nothing more than an Oblivion mod since they are both based on the same basic engine.
