How about more things like abandoned buildings that thieves + drug dealers go to at night, an actual prison with random citizens being placed in from time to time ( you can talk to them and they'll give a random reason why they're there and you can even do things like help pay the bail or give them a lock pick ), and maybe even an animal shelter or something Oo.

I like this suggestion about places where thugs gather at night.

Theatres, where they're putting on plays. Wasn't there a quest in Oblivion where you were in a play? That was fun.

Libraries kind of doesn't make sense to have...

Firstly: To borrow books would be a hassle if you'd have to return them, fees if you're delayed, etc. Just go into a book store and read some books if you want to increase skills or learn some lore, that's what I always did (in Morrowind at least)!

Secondly: Libraries wouldn't be economically possible due to the fact that all books are hand written and few- or no people would like to pay for a system where you could just get books for free. Skyrims' government probably wouldn't want to pay for this either, besides, there's an expensive civil war going on.

Thirdly: Reading isn't as popular in Skyrim as in some other provinces (Cyrodiil, Summerset Isles and Hammerfell, for instance). Remember ABC for Barbarians? ^_^

I think the outdoors markets and booths is of particular interest and importance. It would add so much to the 'coldness' of the cities in Oblivion. It would add some extra life and atmosphere, but it would also require some extra 'dummies' to walk around and look like they're shopping, which I understand is somewhat of a problem in that you wouldn't be able to interact with them.

Cities should have festivals on certain days of the year. They would have games of skill like archery, races, or even jousting.

traveling merchants will sell rare and mysterious goods.


The festivals could also have quests tied to them

It was probably Tribunal. The two run together in my mind because I played them around the same time.
