OOO is circa x3 slower than vanilla on default. It comes with different Level Rates Modified and other optional plugins to change this. Perhaps try Level_Rates_Modified_x2.esp? Another option is Progress, which gives full control over the leveling rates and requires OBSE.

Yes, it's in the OOO-ADD-ONS folder (that comes with 1.33 Complete).

Depending a bit on how you installed OOO 1.33 Complete, you should have an Oscuro's Oblivion Overhaul folder in your Data folder. In this you'll find an OOO-ADD-ONS folder, with Level_Rates_Modified and some other stuff. If you still have the 1.33 Complete archive, it's there as well.

Just add Level_Rates_Modified_x3.espand make sure it loads after OOO and you should be good to go.

All esp's/esm's goes into the Data folder. Use OBMM or Wrye Bash to manage the load order.

Not sure how I can be any clearer: add Level_Rates_Modified_x3.esp from Oscuro's Oblivion Overhaul\OOO-ADD-ONS\Level_Rates_Modified to your Data folder, make sure it loads after OOO.

If you haven't used any other Level Rates Modifier esp before there's no need to remove anything and nothing to overwrite.
