I'm up to experience level 28, and I still haven't found anyone who'll give me power armer training. Where exactly do I go to find this??

Either become buddies with the Brotherhood of Steel or advance far enough in the main quests with Arcade as a companion.

The choices that you've already made may exclude you from leaning power armor training on that playthrough.

Is it the brotherhood people that are located at Hidden Valley that I need to hook up with?

Yes.

get veronica if you want to get there inside as quickly. don't have to do her quests to get the training.

There is also NCR salvaged Power Armor that does not require any training to use, but may be difficult to procure depending on where your allegiances lie...

....Also, can anyone tell me how to quote other members coments on this forum? ...all I see here is "multi-quote" and it dosen't work!

Just click the reply button next to multi-quote in the bottom right of the text box you want to quote.

I do believe there's some in the NCR safehouse or you can kill someone that has it while being hidden. The reply button should be next too multi-quote under that said persons post. If it's not it may be a loading problem or a problem with your browser?
