[Relz] A.T.L.A.S. Power Armor Support System

Hey guys, I made a new perk! Awesome!

Here's the description from the Nexus:

ATLAS Power Armor Upgrade by danburite2 (AKA Jara!)

REQUIREMENTS: Fallout New Vegas and Dead Money (you'll see why in future versions!)

First, a little backstory! You see, long before Bethesda bought the rights to Fallout, the original creators of the series, Black Isle
were working on their own Fallout 3, codenamed Van Buren. In that game, the Enclave had a bunch of top-secret projects in the works
before the War, with codenames like HERMES (a Combat Armor project), ATHENA (a new model of Power Armor) as well as some you might be
familiar with, like the PHOENIX implant. Throughout the course of that game, the player (with a high enough Science skill) would be
able to finish these projects and use them to, well, just generally kick a lot of ass.

Anyway, I thought it'd be fun to make a new top-secret project in the same vein, so I came up with ATLAS: a Power Armor upgrade that
allows the suit to support its own weight. A lot of Power Armor give Strength boosts obviously, which does the same thing (in a round-
-about sort of way), but with this mod, you get the added carrying capacity (45 lbs, to be precise- the weight of nearly every kind
of Power Armor), but you also get the usual Strength bonus!

Now, there's also a lot of mods out there that do pretty much the same thing, by adding carrying bonuses directly to each suit of
Power Armor individually, but with mine, you have to work for it, so I see it as less of a cheat.

This mod adds a new perk, called "Weight of the World". It requires level 20, Science 90, and you need to have Veronica in your party,
because she's a Brotherhood Scribe, and if anybody's gonna help you mess around with Power Armor, it'd be her!

You'll also need Power Armor Training to get any use out of it, obviously.

To do: I'd like to add a new perk icon at some point, and I also want to add another perk that allows you to harden your Power Armor,
like how you could in Fallout 1 and 2. Still working on the specifics of that.
