Go to hidden valley and poke around the bunkers until you find the Brotherhood of Steel. Agree to do whatever they tell you to do. After you get on friendly terms with them and get to come and go freely from their bunker you can find a guy who wants to overthrow the current elder. If you help him out and make him elder he will let you join the Brotherhood if you kill the owners of the Silver Rush if freeside. After that he'll tech you power armor training.

You can probably go about it different ways, perhaps you can just continually assist the current elder isntead of overthrowing him and eventually he will let you join, and maybe their might even be ways to get it without joining the Brotherhood. But that's the way I did it.

Not really... lol. I just joined the Brotherhood, and the PA is kickass. No one can stop me now! (except Deathclaws)

There are two ways to get the Power Armor Training perk.

One is to complete the Brotherhood of Steel quest called Still in the Dark. Leaving McNamara in charge gives the best rewards for the quest, but any successful outcome will get you the perk.

The second way is to complete the Enclave Remnants quest called For Auld Lang Syne. You can get it by talking to Arcade Gannon in the Old Mormon Fort. Talk to Daisy Whitman after finishing this quest and she will give you the best armor in the game (Remnants Power Armor).
