So the Helios 1 mission, i decided to give everyone power not just vegas and mccarren and the extra power is very obvious in Vegas but i havent noticed a big difference any where else, i always thought Novac had got more power making their sign glow more and gives all the rooms power too but i just started a new game and got to Novac before Helios 1 and it seems they already have power, the sign and all the rooms are a glow, so are there any places besides Vegas where the new power is more obvious?

I don't believe there's an in-game change like that.

Well Vegas changes for sure, and i think freeside gets some more power too...
