Pre-order from PLAY : Othor Games

So i Pre-ordered from PLAY.com, like 3 months ago and as the game got released (10.5) in the US, they were on stock (naturally).
Well PLAY.coms info says that they are delivered about 24 hours after the release and its been like 2 days now.
So im asking: Is the game supposed to be unavailable in the Europe before 13th of may? or is PLAY.com just so freakin slow?

yes. you cant install the game, steam doesnt allow it.
im living in germany, i got my copy yesterday from a local store but i cant play until 12pm (0:00) i guess.
not even singleplayer.
