If I Pre-ordered BRINK on Steam (PC) I'm wondering if I can still get that Fallout pack or Psycho pack without having to get a extra copy from Best Buy/Amazon. Is there any other way to get these DLC packs?.

BTW: I own a lot of Fallout games on my steam account I just didn't know that other company's doing promotions for this game.

The pre-order bonus varies where you buy the game. I think you only get the Doom pack from Steam which is the hockler machine pistol, some mask and a tattoo.
Just be happy you get a pre-order bonus, as far as I'm concerned I don't get one.

People will sell codes after it's been released, happened with Black Ops.
