Wow, did you buy the wrong game. :D

The most there is are the various greenery mods, but nothing that changes the setting from a post-apocalyptic one to a pre-apocalyptic one. Google "Fallout 3 Nexus", and you should find something, but like I said, nothing exactly like what you want.

There's actually a whole bunch of those. Just do a search at Fallout Nexus to see which one you like the best. Try a few different search parameters, like weather or lighting etc. AFAIK, there's no pure water one though. It wouldn't really make sense to have one considering the main story line is all about bringing clean water to the Wasteland. The whole main quest would become redundant if it already was clean.

PS: If you're going to play a game, you should at least try to get into the spirit of it. Fallout would be pretty boring if everywhere you went things were just like they are in Tranquility Lane. "Oops, sorry for shooting your dog Fluffy Mrs. Smith, I could have sworn it was a Yau Gaui about to attack." It's supposed to be about trying to survive in a post-nuclear holocaust world. Anything else just wouldn't fit into the overall theme.

Well there's other ways to go about it. Why not try something like the Fallout Wanderer's Edition (FWE) mod?
