No, you can't use it for anything except scraping or selling it.
You can build a floor safe and store all of those prewar money to make you feel like a rich man. lol
I've done that. Though on my current play I just keep it in the cash register at Red Rocket. It is nice to sell once you've collected a couple thousand. Definitely shouldn't be scrapped as it's better to just sell.
Why's that bad. Every prewar note is worth 4 caps. And it nets cloth. Personally, I find the latter to be more useful.
Save it and use it to buy stuff! It's quite valuable in the beginning portion of the game - DON'T waste it on cloth! If you save it in a separate container (to stop it being scrapped for cloth automatically) you will probably have two or three hundred saved up by the time you go to Diamond City if you have a somewhat typical path. Depending on your CHA each is worth between four and six caps.
It's a great resource to save. Weight is zero and provides cloth for making beds. So I just keep in my inventory until I get supply lines established. (Also, pencils weight = zero I believe). I start with a low charisma character so it's mid-game before I get supply lines.
Cloth is also needed for building large water purifiers. So, prewar money can be instrumental in setting up a real lucrative industry. Water sells for 10 a unit. Prewar money only for 4.
