In the Fallout universe and canonical timeline and lore there is often mentioned the occassional pre-war state, federal, and government agency that most likely was completely obliterated during the Great War of 2077... or perhaps small pockets of their personnel survived to pass on their teachings to their children or other survivors, or they became Ghouls.

So my question is has anybody thought on this and would they as I feel be seen in the Fallout Universe or slightly altered to reflect the background of the series...

One agency I have found is the ubiquitous BADTFL http://fallout.wikia.com/wiki/Bureau_of_Alcohol,_Drugs,_Tobacco,_Firearms_and_Lasers that handled Alcohol, Drugs, Tobacco, Firearms, lasers and etcetera.
