any one able to help with finding the key to the presidential sub level at the whitehouse?

The Presidential sub level is at the Capitol Building, not the White House. I've never gone into the subway this way, I've followed the story.

You can only get into the key only area when playing broken steel dlc.

Otherwise you can go into the whitehouse, all over and up to the broken steele part while in the pre battle game.
