All right so I've finished the game with the minutemen and now whenever I talk to Preston he's like "Woah that's one hell of a bang. Now tell me general did you activate the evac plan." I say no then he's like "Damn you general why you do that you made us just as bad. Oh well people still need us." then the conversation ends.

Then I talk to him again and he keeps reapeating the same freakin things and I cant have him a companion anymore I want to get his perk I already dislike him enough PLSFIX DIS!!!!

Is it possible that he has rejected you because you didn't evacuate?

Nope because he keeps repeating the same thing and I keep saying no plus he says that the people still need us and he doesn't really care that much

It does seem confusing the way you are is saying it because that doesn't sound like a reject. But he actually is probably according to the wiki. Than again its listed under PlayStation bugs that he can't be recruited again if you do this.
