I destroyed the Institute and sided with the Brotherhood of Steel, didn't issue the evacuation order, now Preston Garvey won't stop saying the same thing over and over whenever i talk to him.

He says "The Institute is gone, I guess I'm glad about that. But did you really have to kill everybody?"

Can't even talk to talk to him normally. It's the same conversation every time.

Does Bethesda reply to you if you report bugs?

Reported the bug on their feedback page, as well.

I'm not the only person dealing with this.
