Pretty good rig, can't run on max. Halp?

Why hello there.

I recently decided to start playing Oblivion, so I installed it a few days ago. By reading the official system requirements, my rig should run it on maximum, but it isn't.
I am not talking about massively low fps, but pretty decent drops. For example, when I look at the Vilverin area, outside, the fps drops to 25, but when I look at less complex stuff, it goes back to normal, about 60 fps. I have to also mention that inside buildings, I get 100+ (i don't use VSync). Also, at the beginning, when the Imperial Guards are fighting to protect the Emperor, lag strikes again. So I realised that looking at NPC faces also causes it. On other forums, I read that this could be related to the processor.

Here is my rig:

Processor: AMD Athlon™ 7750 Dual-Core Processor, 2700 Mhz, 2 Cores;
Video card: AMD Radeon HD 5750 1GB;
Ram: 6GB DDR2;
OS: Windows 7 Ultimate, 64 bit;
I don't see why other details would be necessary, but feel free to ask.
The funny thing is that a couple of years ago, when I tried it out, it was running perfectly (to be honest, I don't really remember the settings), but back then, I hadn't even got a Dual-Core processor.. Also, a much weaker GPU. Could possibly be a compatibility issue?
I remember loving this game, and I was expecting to be able to even install graphic mods.. well, my dreams seem to be fairly ruined :confused:
It's quite weird that I can run Skyrim on Medium-High with almost no problem, Crysis on max and other pretty demanding games for my rig, but can't run Oblivion.
Edit: It's surely not malware, because I just formatted my whole pc. Tried to reduce distant view, but, instead of appearing fog, a weird unnatural blue appears where the shape of the trees should be, while reducing my lag by just a tiny little bit.

Yeah your PC should handle Oblivion pretty well, apart from areas with lots of NPCs at least. Have you tried upgrading your graphics drivers? It could also be an issue with your soundcard/drivers, try disabling all your audio devices in windows and see if the framerate still drops.
