[WIP] Primary Attributes Uncapper

I've already done this for my LAICEPS mod for FO3. It's pretty straightforward, I just need the time to code it. I promised this to a few people, and I'm making my intentions official now.

What it will do is give bonuses for equipment, chems, traits, and perks that would otherwise be ignored once the score in an attribute is above 10. This will, for example, just let players put in a strength score of 10 without worrying about wasting points when they get power armor and whatnot. I am not going to worry about balance as there are and will be plenty of mods to increase difficulty to compensate.

I'm hoping for a release by the end of this weekend.

I suddenly feel the need for a Spinal Tap reference. This sounds like a great mod, I'll be recommending it to go along with Powered Power Armor and Imp's More Complex Needs once I've released them. I'd already done something like this by modifying things like melee damage and carryweight directly rather than the SPECIAL attributes, but it'd be cleaner to handle all my bonuses via SPECIAL.
