I'm trying to start the Reilley's Rangers quest. I picked up the distress signal from Butcher near the National Archives but the quest points me to Reilly in Underworld who I have no means to wake up. Why is it doing this and not pointing to the Statesman Hotel?

I would prefer to follow the quest naturally for role playing purposes (he said they're on the roof of the Statesman Hotel but my character doesn't know where that is, and neither do I for that matter) but if I go to the Statesman Hotel and talk to Butcher in person will the quest proceed correctly? If so what's the quickest way to reach Vernon Square?
