He should be at the docks in Khuul. Is that where you checked? If you've been playing on your 360, it should all work on your 360.

Yes it all should work on the 360. Because of unresponsive abilities of Morrowind NPCs, it may be that someone else walked into the boater and knocked them off the dock. Check below it. >.>

Another possibility is that you just didn't recognize the boater. Its a Kajiit wearing a blue shirt and pants.

If worst comes to worst, you may have to just swim there. Sad but true, it can be done... and with a levitation spell, it can be done fast.

S'virr, the Khajiit on the docks in Khuul.
If he's not there, then you do not have GOTY.

Is it possible he feel off the dock? It's been a long time since I was there - does he wander around much? It might be worth checking in the water beneath the dock, just in case.

I've never once taken the boat to Solstheim anyway. I always swim. I love seeing the coastline rise up out of the mist as I approach.

unless you totally avoided talking to anyone, you probably heard the rumor that there is a fort in solsthiem. I don't know if there is an AI wander pack on the khajit, but I've seen where NPCs regularly manage to move places even though they couldn't possibly (like a merchant I sold everything I found to; and by everything I mean 17 dwemer cogs, all of the dwemer bowls and cups and such; she had so much stuff that she couldn't move or stop me from looting the place if I chose but there were slight changes to where she was standing; so he's bound to be right there)

oh yeah, this example here: http://http://www.youtube.com/watch?v=AD_wm2VFIBg
Shows a project for talking characters in morrowind and it shows the exact khajit in question speaking in russian (and ain't the "talky morrowind" idea sweet? I hope it is something still being developed)
