I'm sure there is a way some how to get your desired effect but since I do not support cheating all I'm going to say is reload a save without cheats and don't do it again.

Since it's a single player game cheating isn't really a big deal

So, based on your opinion of how to play a game, you refuse to help someone? Why did you even post.

On topic, Im not experienced with console commands. I suggest wiki.

What is your 'To Next Level'(or similar) gauge? Is it full and you can't level up? Or else?

Have you trained your major skills with various means? And what about your major skills' level? If your skill level reached 100(without Elys' Uncapper), you can't raise it.

What's probably happening is that the results of your leveling won't show until they get back to the level you advanced to. The gauge is set to register the values for level 32, and you're back at 29, so the real numbers are below the bottom. If you only adjusted the main character level, and not individual skills, are they still increasing?

You'll often find that you can go forwards, but not backwards with console commands. The game mechanics expect one direction, and there's no provision for the opposite. That's not the case with skills and attributes, where damage and drain are built in, but it is true for quests and levels, where you can't undo a quest, or lose a level in normal play.
