I replayed the game today, and when I went to Moss Mother Cavern, I helped Valdr, then I went inside to clear it out of the three spriggans and the bear, except there is no bear.

I killed the three spirggans, but the quest won't complete as it wants me to kill the bear. I had just started a new game, so it's supposed to be in there. Has anyone had this happen before, and is there a way I can use the console to make the game know I cleared the cavern?

Have you a previous save to load and try again ???

Try exiting the cave and re-entering to see if it shows up, otherwise load a previous save if you have one.

If all else fails, this command is supposed to advance the quest to the "Return to Valdr" stage", but I've never tried it before, so make a new hard save before trying it and reload if it doesn't work or messes something up.
