2 Problems: Navmesh issue and Water issue

NAVMESH ISSUE
I've tried changing the water level values and no luck as of yet. Works fine with no Navmesh present but once Navmesh gets put down they start finding random spots in the ground to drink water from. I did some terrain editing to raise everything up and they still do it.

I have water on my map, small amount (water hole/pond) it's off to the side and using a 1x1 tile of water much lower then ground level.

WATER LOD ISSUE
So on my map I initially had the water set as "average" with radiation damage, I decided I wanted to use a non-rad damage water so I selected purified, well no matter what combination I use I cannot get any type of LOD for the water other then the default transparent blue purified LOD.

Any help would be greatly appreciated.

NAVM: Ctrl+E in the render window and there are blue triangles laid on the former surface of the water, most likely, which must be raised/lowered to accomodate the change so the AI sees the water level at the appropriate height. If you lowered the water, just drop the vertices?

Here's what I'm looking at right now. I originally only had the "path" Navmesh. I tried your water Navmesh suggestion, not sure if I followed it correctly as initially I didn't see any water mesh anywhere so I made one and then lowered it under the ground level.

The BIG RED CIRCLES are photoshop items I added in to show the exact locations where the NPC's are moving to in order to drink water from the ground.

I removed the 1x1 water tile from the map as well, still no luck.

Looking closer at my map I see a large scaled 1x1 tile covering the areas marked in red on my screenshot above. It's below ground level and looks similar to my 1x1 water title I placed, however I can't select this one and it's not listed in any of the cells... it's just there. I did a little test, lowered the terrain in the area near that tile I found, in game it showed the tile sitting there, full of water. I just can't figure out why I can't delete it or even select it let alone see it in my object list for the cells.

Ah... Looks like you drained a lake. I'd delete the blue triangels in that case, then set up any undesireable idle markers (hit 'M' while not in NavMesh mode to find whatever's by your red circles) with the PlayerREF as their enable parent and tick their "Set enable state to opposite of parent" flags to get rid of them. You can set their scale to 0 too so you don't have to see them in the render window.
