I am like 25 to 30 hours of gameplay and suddenly when I try to pick locks or hack computers there is something blocking the view of lock/computer screen making process impossible. I tried loading a previous save game (from a point that I know it was still working) to no avail.

Look at your pip-boy right before you do the action, happens to me quite often

Have you tried cleaning your monitor? Maybe too many "stains" ..... just kidding. This happened to me once but a little differently.. my pip boy was SUPER BRIGHT green and i couldn't read or see anything. I went into options, switched the pipboy and hud color saved and it went back to normal.. then i switched back to my original colors white/white which looks more like torques or teal imo.
