Problems running Oblivion on new system : IV

Hi my old PC recently died so i bought a new one to replace it, it is as far as i am aware it is technically superior to my my old one in every way which ran oblivion without issue, but for some reason the game is basically unplayable as it stops to load every few steps my character takes and combat can make it freeze for literally minutes at a time. my system specs are below

Acer Aspire M3802
Intel core 2 quad cpu q8300 @2.50GHz
6 GB ram
Windows 7 64-bit
i upgraded the psu to a 750 w and installed an ATI Radeon HD 5700
all my drivers are up to date and i can run games like dragon age and dawn of war 2 without issue on reasonable settings but oblivion just wont play properly no matter what graphical settings i use. Does anyone know why this system might be having problems with the game?

Have you patched it yet? If not, do so. It will detect your card as a Geforce FX 5700 and set the graphics to "Low" and the resolution to "coarse".

After patching, you can choose the "High" quality in spite of its own attempts otherwise.

yeah its up to date and detects it and sets it to low like you said, it runs poorly no matter what i set the graphics to

I don't see anything in the hardware you named that should be any problem. I generally can't learn a lot from the DxDiags due to a visual correction situation, but post one, and someone else can look at it (enclose in spoiler markers to save space).

Try reducing that..... Kill off a bunch of start up processes before you play. All that stuff down in the system tray uses up resources that would be better applied to running the game.
