Problems with game Freeze and Sound, Help! : Fallout: New Vegas

OK so I'm at witts end here guys and came to this forum to ask for help. I've been playing Fallout NV for approximetly 3 months and for the past 2 months I've been trying to repair my game. I have run all kinds of diagnostics on my computer including memory and disk checks. I have installed CC Cleaner and Malware Bytes and run their cleaners. I have done a clean install of Windows, steam and fallout NV and I actualy have a new computer picked out on Amazon just because I'm anticipating the day I lose my cool and put a baseball bat to this one. ( can't really afford to do as much as I would like somedays).

My main problem is that the game will freeze after loading. It doesn't start until after I get to Primm and begin clearing out the Powder Gangers. This is my third play through because the games eventualy get to where I can't get past the freezing. The one thing I noticed during my current game is that the freezing coincides with reminder messages that start poping up in the far upper left corner of my screen when the game first loads. They are quest reminders about Finding the men who shot me and a sheriff for primm. I don't belive these reminders were poping up before.

Also let me add that while the game is frozen the sound continues to play. Lately after I ctr alt dlt I get application error refereced memory msgs for falloutnv.exe, explorer and one or two others then my computer usualy restarts on its own.
