The only problem is, is that I can't play the Dawnguard/Hearthfire DLC's without being connected, and upon loading my game I'm told that some content will not be available. But Dragonborn works just fine.

Why do you need to be online to use the DLC on a console?
If you purchased and downloaded the DLC, I would try uninstalling it and downloading it again.
Take your Xbox over to a friend or neighbor's house and use their internet to add the DLCs and updates. My brother in law used to bring his over once a month to upgrade his console and laptop.
Family members with better internet? Or get better internet.
This has to be the strangest DLC problem that I have ever heard of.
Try clearing the cache.
Otherwise you are just going to have to put up with the connection failures throughout the DLC reinstalling process, Hagrid.
As a last resort, obtain a copy of the legendary edition.
Clear the system cache and game cache. I have not heard of a virus for Xbox. It could be a bad network adapter on the board. That was common. Try moving it closer to the wifi antenna. I only connect mine with a network cable and hard set the IP, gateway, subnet, and DNS in it.
I clear the cache each time before playing, so it can't be that.
For some reason my xbox treats the Hearthfire and Dawnguard DLC's as online content.
Did you finish installing both of them on your Xbox or in the Cloud? Try removing both DLCs. Then, reinstall them to the Xbox hard drive.
It's all on the hard drive, but I might just have to reinstall them whenever my internet decides it's done tormenting me. I'm convinced that it thinks it's real, and that it's not a product that was bought. It has no say on whether it would like to work. I will give the orders in my own house, as I paid for it and purchased it. I would be overjoyed to destroy it if I found out that it actually had a mind of it's own. But as far as I can tell it's a product that was bought, so it has to listen to me.
I know when I installed Hearthfire, it took 3-4 upgrades to get everything done. Are you using the wifi or a wired connection?

Probably, wireless on wifi. I would suggest moving the Xbox downstairs to complete all the upgrades to the Xbox and Skyrim. I found the Xbox wifi was a performance issue. My Xbox 360 and router are 3 foot apart. So I ran a CAT 6 cable to it . Problem solved.
Wow.. 3 foot, and there were still problems? My xbox is two floors above the router!
One of my vendors gave me 300 foot of CAT 6 cable for a wedding present last year. I have been running it all over the house. I also placed a Dlink wireless repeater on the first floor hard wired to the main router in the basemant for cell phones and laptops.
