Problems: yes. Solutions: maybe? (SPOILERS)

Basically, I've got 4 quests that I can't finish due to either NPCs not having dialogue options or NPCs not being anywhere at all.

Unmarked Quest: Old School Ghoul
Ranger Andy does not have a dialogue option to further this quest.

I had Ranger Andy teach me the Ranger Takedown before I met Raul, so I can't get Raul his Valquero outfit now.

Side Quest: Oh My Papa
Melissa is nowhere to be found. Marker says inside "Great Khan Encampment" but no NPCs are there.

I finished "Don't make a Beggar of Me" before starting this quest, so Melissa is gone. I could kill Papa Khan as part of the Main quest in dealing with the Khans, but I don't want to kill him.

Side Quest: You can Depend on Me (And every quest related to this one
Doctor Hildern has no Dialogue options to further this quest.

I finished "There Stands the Grass" before starting this quest, so now I can only tell Hildern "Goodbye"

Side Quest: The Coyotes
Saint James is not at the Casa Madrid apartments, but according to the Marker, inside the Strip and nowhere to be found.

Dunno what happened here. It seems like Saint James is stuck in another dimension, or at least in the wrong area. Seems like it's similar to how if you entered an area in Fallout 3, but then got out of the map, you could wander the wastes, but with no enemies or NPCs, essentially being in another version of the standard map. He seems to have slipped into this void, as the marker is telling me to go into the "Aerotech Suites" area, but the go through a wall to get to him.

Anyone have any solutions to any of these questbreakers? That doesn't involve me killing the majority of parties involved in the quest (unless that's the quest itself)?

1. Toast

2. Toast unless you kill him.

3. Toast

4. Haven't seen anything on this one.

The first two I had the same problem and had to restart earlier saves to get them right. #3 I got lucky and did correctly the first time.

I was thinking about it and I realized that my fourth problem may be related to the fact that I killed Cook-Cook before the quest started. Even though he isn't directly involved, he IS mentioned during the quest itself.
