Procedural Generation

given that british game studio Hello Games is using Proedural Generation for almost everything in their upcoming game No Mans' Sky will it be possible to use this technology in the future to create an elder scrolls game that gives us the ability to explore the entire planet that Tamriel is only a part of given that it only that we have yet to exlpore akavir

i will admit that all i really know about it is that it enables Hello Games to give gamers an entire universe to explore

how ever where as hello games use generate alomst everthing procedurally meaning less work for artists

being an artist myself i was wondering if the art work could be done by the artists in a format (voxels i think) that is acceptiable or could be converted so it could later be replicated procedurally (algorithmicaly?) allowing for an equal amount of artists and programmers

this way it would it not be possible to not only exlpore the entire planet Tamriel is a part of wether it be using an airship or riding atop a dragons back but also the nine realms of oblivion?

i think that for elder scrolls and fallout 3 this approach would enable truly vast and full scale yet finely detailed worlds to explore with a realistic time scale and shadow movent as opposed to a sand box that i can travel corner to corner often covering distancse so vast in such a short amount of time in a few minutes (real- time) for a journey that would normally takes days if not weeks in world with out trains or cars.
