Progress level meter stuck!

My level progress meter red bar is stuck and does not increase. No matter how much combat I do it won't move. Before this happened I had a situation where the levelling went sort of haywire and very soon after levelling up it would level up again. I am now level 37. I think this may be mod related. My suspicion is that it may be related to the Druid mod which awards spells retroactively depending on your level. I have disabled the mod bit it has not helped. Can someone suggest a solution? I Dont mean to be rude but a Mod list would help as well are You using a UI and is it only because you are doing sword work what about defence locks leves depens on you primary selection skills. Are you maxed on sword, is it even going up. If lets say perchance you have Block as one of your other primary Practice that for a while, does that go Up. Those are all things that go into raising your level Unless of course you have Oblivion XP or some such then it goes off of other things. Now since We dont know what you have, we need the Information. Also what is this Druid mod you mentioned. Is there a page on Beth soft where they are talking about it.
Also the Higher in level you go the Harder it is to go up in level. also I am not sure about this but unless you have a Level uncapper 40 or 45 is the Highest you can go in level.

Did you get a skill increase from some kind of reward? They add levels but not XP, meaning you have to then 'catch up'.

This, I believe, is fixed by UOP.

Thanks for the comments. I have noticed from my skills list that some of my skills including the main magic skills like destruction, alteration and conjuration are in the region of 175-225. I have no idea why they are this high although I am an expert or master in those skills. Must be mod related. I would include my mod list but I am not sure how to copy and paste it here. I do have OBMM but I don't know which function to use.

You can continue to level until all your major skills are maxed-out at 100.
Once they are, that's it - no more levels.
My guy has therefore all topped out (long ago) at Level 50.
I see guys claiming "Level 62" "Level 71" etc., that's not normal. I've asked and they say yes, they're using uncappers...
Anyway, UOP has a feature where it will fix and re-skill your glitched savegame, if your skills are messed up, it claims to fix the levelling stats...?
Dunno, I've never used it.
Gotta watch those weird mods, be very careful what you introduce to your precious savegame :)
