I am just wondering why there is a desparity in pronouncing the faction name and its namesake

It is believed by some Latin linguists that "c" makes a "k" sound, just as "v" in Latin makes a "u" sound. There are others that believe that c=k, but v=v, and still others that say c=s or k depending on the word and v=u or v dependant on the word. Point is... nobody really knows how Latin was pronounced, but the most common version is the first one, c=k and v=u.

They say kai-sar because that is commonly believed as the Latin pronunciation (Russian monarchs being called Czars (Zars) and being based off of the name Caesar furthers the evidense).

I get that.. But, why wouldn't everyone call it "Kai-Zars" leigion?
Why would NPC's in F:NV say "they call themselves "See-Zars" Leigion?
you know?

just as "v" in Latin makes a "u" sound. v=u.

You have that wrong. The common way of pronouncing "v" is as you would a "w."

Caesar himself has extensive knowledge of the ancient Roman Empire. Hence why he based his own empire off of them. The reason the Legion uses the proper pronunciation is because Caesar taught them too. The reason the other people use the English pronunciation is because they probably don't even know who the Romans were. This was confirmed by Sawyer, I think, before the game was released. It's just a flavor thing.

The differing opions on how the c is to be pronounced. It can safely be assumed that the majority of the wasteland is going to follow the common c=s, while the Legion is going to go with the "real" c=k.
