Is there ANY way to obtain this apparel without becoming Hated by the Strip? As far as I can tell, the only hoker that drops the chained prosttute outfit (I think that's what it's called) is the one that dances around in the strip, the ones in Gomorrah just show [Empty] when they're killed. I try using a stealth boy and then Ratslayering her, but the Securitrons still know it's me, and even if I'm able to get away without killing anyone else, my The Strip rep goes right to hated. Help?

Console commands/mods?

Get a merc outfit..
Crouch down into sneak...
Save..
Pick her pockets????
Place inside her inventory the merc outfit.
Exit..
Go into an indoor area...
Return..
She should now be wearing the merc gear...
Steal her old outfit.
You may need to wait a few hours inside to get this to work.

or you could just sneak, put C4 explosive by her feet (reverse pickpocketing will also work, though there is a higher chance you get detected) then hide far, far away from her and be sure you're hidden when you use your detonator.
EDIT: they don't have the outfit in their inventory when they're killed? That's odd, because in my game they did..

Some of the prosttute outfits worn by NPC are marked as non-playable, meaning you can't loot ot use them. There is a playable version of the "Chained prosttute Outfit", but it can't be obtained "legally"

I just shot her in the face with a 22. silenced pistol florm about 10 feet behind her, and I put it on joanna when she and I conducted a very serious buisness trade.. very... very serious.
