Bincal didn't reply at once. Listening to the responses given by the King of Anvil and by the Arch-Count of the Knights Flagellant, a frown crept across Bincal's face. She in no way wanted to be portrayed as someone interested in keeping the status quo in check. Indeed, she had much to gain from a united empire. But not now, not in her current position as a warlord living on the fringes of Cyrodiil. She would have to obtain a position of power before that happened. There was no other way to ensure that all she worked for would be in vain. Otherwise she would, like the other minor warlords, be tossed to the dogs.
"I am not interested," Bincal began, "...in maintaining the current state of anarchy. I am for a united Cyrodiil. I am for a new Empire... But I am also for a just Empire. How is it just to rend us from our investments of blood and gold? No warlord will approve of that" She swept her gaze along the entire council. This was it. Vex Bincal took a deep breath: "But I propose a solution. If my right to the city of Cheydinhal is formerly recognized by this council, I can personally ensure that the rights and possessions of the various lords throughout will be protected under my law. Otherwise I cannot..."
But as Bincal was speaking, one of the other warlords rose to speak.
