I digital pre-ordered it for Xbox One as that is the console I game on... Also for the mods which will be nice. Now I just need to wait for the backwards compatibility so I can download Fallout 3 which I got the code for about a week ago.

Probably PS4, until I can build my ultimate gaming rig and join the ranks of the PC Master Race.
I've never owned a console in my life. I've never even played on someone else's console. So, PC for me.
PC. Recently got my self a dedicated gaming desktop that cost me $1800 to build myself, so over $2000 market value.
Has an MSI motherboard
4 GB EVGA Geforce GTX 970
16 GB (2x8) RAM
i7 processor
several LED fans and liquid cooling
Can play a graphically enhanced Skyrim on max settings at over 60 FPS, so I'm all set.
Likely X1 at first and then for the PC later. I likely will stay from mods for both the PC and the Console. Maybe mods only for the console and vanilla for the PC just to be different.
I'm getting it for the PC. I used to play Fallout on the consoles until I found out about mods. I haven't either bothered getting a new console (well… okay I got a Wii U… don't judge me), but I got a nice and new PC to play Fallout 4 on, and I'm really excited about it!
EDIT: Oh I hear Microsoft announced Xbox will have compatibility with mods now… Hm… I'll remain suspicious until I see it at work. Nevertheless, Fallout is always a must for PC for me now.
Since I am not a PC gamer and I have no interest in getting a PS4... Xbox One it is then. I am excited for mods on the XB1 but it will be awhile before I ever really get into that. I will be obsessed with FO4 for a long time...
PC
Mods are an essential part of why I can complain about Bethesda games but still end up loving them
PC of course, the game itself is always better on higher end hardware and that's only part of the experience. Aside from the ability to use all forms of mods, I also create mods myself and you won't be able to do that on the consoles so there never was any choice to begin with for me. Not that there was ever any other option really as I do not and probably never will own any console.
I have plans to pick up an Xbox One sometime within the next two weeks so I will probably be playing Fallout 4 on that platform. I am pretty well certain that my PC would be unable to handle the game even on the lowest settings.
My first (and only) PC.
I built it last year when my family PC ran into the first game it couldn't run at all - FIFA 15 (funny eh?). But I was planning to build a PC anyway, and I was planning to build one for the specific purpose of playing Fallout 4. So when I run the game for the first time (assuming it all goes smoothly... ), it's going to be a very special moment.
