PSN will be FULLY complete by May 31st

As you all know, PSN will be fully restored by the 31st.
FULLY means the PS Store, and Netflix,and all other services will be done.
But the Playstation Network should be up before that, as in we can play our games online and have our friends list. But the PS Store and the other services will be up by 31st

They also said it was supposed to be up a week ago, that didn't happen either!
