The population gear pulses non-stop. I open the pop screen and look through the list. sort the list by each category and see nothing that throws a red flag at me. i close out and the gear is still pulsing. any ideas as to what it means?

You need to expand your living quarters. You cannot add anymore dwellers until you do.
