Purchasable lockboxes in Inns please

Was very bummed to learn that my dream of playing a full time hunter in Falkreath valley can't be achieved. No permanent storage spaces anywhere. No spouse with property. No way for me to settle down in that part of the map with a character if I so choose.

Inn keepers should have a lockbox in their basemants that they sell out for 500 gold or so. Still gotta rent the bed each night but at least one could live there. Maybe I'm missing something, but I just don't see any reason to make it difficult on players to choose to live in a certain area of Skyrim. Not asking for a house, just the ability to live in one place with an alt character if I choose without the need to travel to another city to store my things.

While they're at it, could innkeepers not send hitmen after me for eating the carrot in the room I rented? It's not like I took the shampoo bottles.

Also, why can little rinky dink mines afford a smelter yet a city like Solitude, which has the King, houses a port and is the seat of imperial power in skyrim, can't get themselves a smelter?

Things like that and the lack of storage spaces just seem to go against the "yeah, you can do that" philosophy of the game. Just can't wrap my mind around it. Someone must have decided "Nope, no smelter in Riften", "Nope, no storage spaces in Falkreath". I would love to know the reasoning for decisions like that because it's very confusing.
