Just curious if anyone knows what level I have to be to start looting Chitin Armor, I've been trying to look it up, but I haven't gotten a clear answer anywhere yet. Also, if anyone happens to know how many merchants will actually sell it? Is it really just the one guy in the DB DLC?

Have you actually gone up to the Smith on Solstheim?

yepp. He doesn't always sell it (especially at low levels)

and my question were asking which NPCs sells it and at what level i can start to loot it. I know very well that the smith in Solstheim sell it, but that wasn't my question

He's the only one that I know of that sells it. I don't know what the level requirement is, but you may be able to find some if you are able to wander the island for a bit. I believe there a few bandit groups that will have a few wearing it.

The three armor merchants on Solstheim are in Raven Rock, Skaal Village, and Thirsk. It appears at the same levels as the equivalent Skyrim armors (Elven or Steel Plate) but it will only be in random loot on the island. The DLC doesn't replace the lists used in the base game, just uses lists of its own in the new world-space.

The Merchant perk can change the availability of anything, as any vendor could sell anything they have.

Isn't their a stash of Chitin armor in one of the rooms of the Morag Tong hideout? It's apart of that sidequest you get after beating DB. But I think Chitin started showing up for me at around level 30.

Just try exploring a bit and see what you find.
