I'm on the Legion's side and whenever I go to Camp McCarran's building, and go to see Ronald Curtis, he is shown as hostile and attacks me as soon as I open the door to the room he stays in. How should I fix this and continue with the quest?

Oh, and no one else is hostile but him.

That quest is broken as hell.
