I'm having troubles with this quest, whenever I enter the control tower with the spy at around 1 AM he isn't initiating any dialogue to eavesdrop on, I've reloaded and redone the whole quest chain twice now and tried various things, but he just isn't talking, I run into the captain as I enter the courtyard around 12:30, then a little while later I watch the spy enter the tower, all while hidden, then enter the tower with a stealthboy, but he never talks, what am I doing wrong?

Just tried it for a third time, still no dialogue

when you enter the tower (or if you are already there) make sure you hare crouching (stealth) right by the door. you might have to move a round a few steps to trigger the quest update. then just listen and leave.

Oops, well I thought it could be considered an issue, but as it turns out I simply wasn't doing the quest right, I was telling the Captain about the lead, duh, so that's why he wasn't on the radio.
