Put the T in T-51b

What does the T stand for in the power armor units?
Is it the TX-28 MicroFusion Pack on the back that gives it the T? Or does it stand for Tek since West-Tek helped develop it.

Well T-51b was likely made for Mr. T use.

But it more than like Type.
