puttin out torches (For stealth reasons)

Perhaps have the arrowhead contain water, so when the arrow hits something, the arrowhead breaks and spills the water on to the fire. Or, have the same concept except have a vial of water tied to the arrowhead.

Sounds good, but an arrow wouldn't be stealthy if it smashed and glass/whatever was left everywhere and everything was wet around the torches. I'd prefer a spell or manually extinguishing it.

Well, you could have the noise of the glass breaking be there for balance reasons, if you want to do it truly stealthily you would sneak up to the light and manually put it out, like you said.
