In certain spots of the land where Molag Bal pressed down his influence, rifts have torn the sky asunder and lend the impression of the prince as near-permanent disfigurements. Unlike the retractable anchors, these tears between worlds maintain the omnipresent connection between coldharbour and nirn with no discernable way of closing them.
And while we know of no way to close these thrice damned gates, we know that Molag Bal doesn't want to give us the oppurtunity to learn. Below these tears he has himslef built castles and towers hewn out of stones that scream with the anguished souls of coldharbour themselves, and guarded by the most henious of daedra. These forts are a danger to all who come near, but to those with heroism, they are a potnetial treasure trove of tactical positioning againt the daedric lord and his minions, and may indeed espouse a few other uses, assuming that they can be held against the onsalughts of Coldharbour...

So this is essentially a short suggestion I figured I'd put in when I (literally 2 minutes ago) read about how keeps worked and how mass trading would be locked to these PVP-only areas. Instead of ranting I figure I might as well try this "constructive critiscm" that's all the rage these days.
Essentially these would have a similar structure to the PvP keeps in Cyrodil, with of course a few caveats.
The first one, of course, is that this is a PvE keep for those guilds and players that deem themselves unable or unwanting to participate in PvP and yet still would prefer to fight for the oppurtunity for some sort of mass trade/selling feature.
Of course, just letting these keeps sit is in no way acceptable as they'd become the go-to keep for all people, not just PvE'ers. I recognize that.
First off comes the challenge- these keeps will be REALLY well defended. I'm talking anchors times a hundred here- you'll need a massive group to take them in the first place and you can't just whittle away as the spawn rate will be quite fast. Not to mention that in the main room there will be an extra powerful boss that even the strongest groups will have trouble with.
Secondly, if you do manage to take the castle, it will constantly be under siege by these monsters. Not just that, the waves will be undiscernable. At times you might have 3 daedra attack, other times you might get 80, and when the attack force is big enough teleportation won't be allowed in.
Essentially, defending these forts would be a non-stop occupation, and the longer a single group holds a fort, the progressively larger the Daedric threat will be until it is finally over run. If it *is* over run, the same group cannot claim the fort afterwards immediately of course, to make it more fair.
To outweigh this constant vigilance, these forts would house similar ammenities to the PvP keeps- namely, a guild-based AH.
So...yay/nay?
They can essentially copy over keep layout, change monster spawns, and make some creepy purple lighting while increasing and slightly changing the texture of a typical anchor sky rift to make the graphic for the permatear. I imagine that while it wouldn't be too eays, it wouldn't be a whole overhaul to implement these.
