Quest:
Head of State

Problem:
I tell the slave boss that the memorial is clear. He then tells me that they're going to get there within an hour and at some point they all start moving there. The quest log tells me to meet him at the memorial but when I teleport there he's not there. Then I decided to follow him. I got with them to some underground station but all of a suddenly he starts going back to the 'Temple of the Union'.
I kept trying to teleport to the memorial all the time to check if he's there now but he wasn't.
What's going on? The quest log doesn't even say that I need to protect him anyway.
