I can't for the life of me get arcade to talk about the followers and or Remnants. I have done all the side quests that give the "points" and still get nothing from him. it also says to successfully complete Quest "Render unto Caeser" , doing that ends the game! Anybody out there know what the hell I gotta do?

Short answer: get near the end of the game with any faction except Caesar. Arcade doesn't even have to like you unless you are strictly supporting the NCR. So no, completing Render Under Caesar does not help.

You do not need to complete the Render Ceasar quest.

You need to reach a point in the MQ where you have picked a side. So, agree to and just start working for House, Yes Man or Casear on the MQ and then Arcade will talk to you.

beat render unto caesar, Eh tu Currier and Arizona killer. and then dont do Veni Vidi Veci.

before you do Veni Vidi Veci, go recruit Arcade.

As far as I can tell from reading the scripts in GECK, there are no Caesar's Legion main quests that will trigger Arcade offering For Auld Lang Syne. You have to get some distance along the Independent (Yes Man), House, or NCR path to trigger it, and for NCR you also need to be liked by Gannon. You can simultaneously be working for Caesar, but if you're exclusively doing Caesar main quests he'll never offer his quest.
