Quest problem - Bug?

I'm trying to advance in House Redoran and build a stronghold of my own. The stronghold is underway and I gained the support of Morvayn and Hlaren Ramoran. However when I go back to Athyn Sarethi and ask for advancement he tells me to gain the support of more Redoran Council Members. Then he suggests the two previously mentioned. When I click on Hlaren Ramorans name in the conversation box Athyn replies about Hlaren sending me out to find a person of the past. Problem is I did that. I also talked to the guard and convinced Hlaren to think it over. Regardless how I did it Hlaren says I now have his support. But Athyn Sarethi doesn't seem to know that...? Is this a bug? How can I continue?

I have the official patch installed plus a fan made patch which is supposed to correct many quest errors that the official patch didn't take care of. (Sorry can't remember where I downloaded it?)

Please can someone help? Can I somehow "cheat" and use a code in the console to get Athyn Sarethi to understand that I did in fact gain 2 other Redoran leaders support?

Does your skills meet the requirement for the advancement, atleast more than 35 in strength and endurance plus 90 in one skill and 35 in the lesser skill?

When I click requirements in the conversation box he says I must perform more duties. So I do meet requirements. It really feels like an error has occurred. I have strengh at 92.

I now have the support from 4 councilmembers. Arobar, Ramoran, Morvayn & Sarethi. If I ask Athyn Sarethi for advancement I get the reply: You must gain the support of more councilmembers. But if I remember correctly one only need 3 in all.

I would be pleased to hear any opinion because this really messes up my game. It means I can't advance to the final stage in House Redoran which I want to try (played many years ago and joined Telvanni). I kind of started this game to go the Redoran way.
