Quest question based on making units appear

I'm going to try this again, seeing how i've been practicing with alias units off a different software. I want to make a simple bounty quest (Well more of a man hunt) based on hunting and killing this NPC; however, it won't show until the quest is active. Do I just initially disable the NPC and then make it known as alias_id name on the quest dialogue? Or am I needing to do more to it?
