Question about Armour Perks?

With these perks (for examples, I'm using heavy armour perks) when it says "25% armour bonus if wearing all heavy armour: head, chest, hands, feet" (with the Well Fitted perk), does this mean that if you wear all heavy but minus a helm, you won't get the bonus, do you have to wear a helm too? Another example is the Tower of Strength perk where it says something slightly different i.e. "50% less stagger when wearing only heavy armour," again minus the helm would you still get the bonus?

It clearly states you get a bonus if wearing all heavy armor, and your asking if you get the bonus while not wearing all heavy armor?

I think he's confused about whether a non-armor item counts against it, it could be interpreted that he'd simply have to not be wearing any other armor type, and technically clothing could be considered to not be an armor type. However I believe it specifies helm in game, so no, you don't get the well fitted armor bonus unfortunately if you're not wearing a heavy helm. Tower of Strength I would assume is the same, can't say for certain however. The tooltips don't really give good info in the game, I'm still not entirely sure what a number of perks really do. Beth seemed to not want to give us complete information for some odd reason.

For the bonus:
ALL pieces must be worn, and of the same class (Light or Heavy)
1 Helmet (head: not hats and not bare - helm)
1 Armour (torso and legs: not clothes or robes)
1 Set of Bracers/Gauntlets (hands: armour, not gloves)
1 Pair of Boots (feet: armour boots, not clothing boots or shoes)

Armour is armour, and the perk only applies whilst wearing...wait for it...wearing each specified piece of armour.
Together.
All at once.
No substitutions or omissions.
Shields are not included in the calculation as some play 2-handed or dual-wielding.. Feel free to use one or not.

Yes, I know but I didn't know if the explanation of these perks meant that you must wear a full heavy set (4 pieces) or that you can't mix the set with light but as long as you only equiped heavy even if not a full set you would still get a bonus from those pieces. If you'd used that superior intelect of yours, you may have realised what I was getting at. I guess I should of explained it better.

Has anyone done the math to find out what the disparity in armor rating is between light and heavy with each skill's respective perks? I can't imagine light armor is too far behind heavy.

In his defense, Tower of Strength could be construed that lacking one piece of armor would not negate it. He is still wearing ONLY heavy armor, no cloth, no leather, nothing, all of the armor on his person is Heavy.

However for the sake of the perk, I believe it is intended to be a complete set.
