Alright I've come across numerous bodies that haven't disappeared and it's been 30+ days in-game time. Would this affect the performance of my game and if so are there ways I could alleviate the situation such as looting the bodies clean?

Some bodies never go away and no, it won′t have an impact on your game. But you can always loot them anyway

Some actors bodies won't ever disappear, but that's rare. However no bodies will be removed unless a cell resets, and a lot of Skyrim's dungeons are listed as "Sanctuaries" and therefore never reset. Yes, it will bloat your save a tad, but there's nothing you can do about it on a console.

But yes, the parts about Quest Item tagged actors (who never get removed even when dead) and the fact that bodies won't be removed until the cell resets still applies

Remember that if you keep entering a cell the timer is reset, so it's best just to leave it for a while.

Well that's good news then because I realized all the dead goblins that once inhabited Desolate Mine weren't going away.
