where were they based?

Fallout 1 is based in California, Fallout 2 is pretty much the same map but with some Oregon thrown in.

FO1 takes place south of San Francisco down to a bit north of San Diego.

FO2 takes place slightly into Oregon around Klamath Falls down to a bit south of San Francisco.

The northern most region of FO1 is the southern most region of FO2.
